Florida H7107 Schedules certain drug product containing cannabidiol to Schedule V.
July 2nd
New Jersey A20 Revises requirements to authorize and access medical cannabis; establishes Cannabis Regulatory Commission; revises permit requirements for alternative treatment centers; and establishes additional legal protections for patients and caregivers.
Oregon SB420 Established procedures for persons with qualifying marijuana convictions to file motion requesting court to enter order setting aside conviction. Provides that fee, set of fingerprints or background check are not required for motion. Specifies grounds for objection and burden of proof. Effective date, January 1, 2020.

Washington DC B23-0335 Medical Marijuana Program Patient Employment Protection Emergency Amendment Act Of 2019
July 12th
Hawaii HB1383 became law without the Governor’s signature. Provides for the expungement of criminal records pertaining solely to the possession of three grams or less of marijuana. Decriminalizes the possession of three grams or less of marijuana and establishes that the possession is a violation punishable by a monetary fine of $130. Establishes a marijuana evaluation task force to make recommendations on changing marijuana use penalties and outcomes in the State.

New Hampshire HB399 Any person who was arrested or convicted for knowingly or purposely obtaining, purchasing, transporting, or possessing, actually or constructively, or having under his or her control, 3/4 of an ounce of marijuana or less where the offense occurred before September 16, 2017 may, at any time, petition the court in which the person was convicted or arrested to annul the arrest record, court record, or both.
